I would like to introduce the “Very Large Information Integration and Application Platform” Coordination Program, which is one of the Coordination Program of Science and Technology Projects of the Council for Science and Technology Policy.


The Coordination Program of Science and Technology Projects started its activities in fiscal year 2007, aiming to realize the next-generation infrastructure technology for access to intellectual information, which enables easy, accurate and safe collection, analysis, and use of only reliable information from massive and diversified Web and non-Web digital information space. Also, this coordination program will study various problems that hinder the promotion of application of information including intellectual property and personal data. We will present policy proposals to enable effective and efficient diffusion and implementation of the results of research and development.


Presently, we are strongly promoting collaboration among related government ministries, aiming to produce innovation that will lead to new industries through promoting disclosure, sharing, mutual use, etc., of the results of research and development, regarding the following projects.


1.“Grand Voyage Project”:Ministry of Economy, Trade and Industry


2.“Research and Development on Information Credibility Verification Technology,
etc., in Electrical Communication Service”: Ministry of Internal Affairs and Communications


3.“Development of Super High Performance Database
Engine Based on Out-of-Order Execution”: Ministry of Education, Culture, Sports, Science and Technology


In addition, we are promoting the following projects from the perspective of further expanding Japan’s information application infrastructure technology, through supplementing research and development factors that cannot fully cover these projects and promoting the coordination of the results of respective projects.


4. Supplementary subject, “Content Engineering for Social
Use of Sensing Information”: representative research agency, Kyoto University


■“Grand Voyage Project”
As common technologies in next-generation information retrieval / analysis technologies, development of over 50 of the most advanced technologies such as personal data anonymization technology have been completed, and they are applied in more than 100 cases. Furthermore, we promote the expansion of international technology use through activities that standardize these common technologies.


■“Information Credibility Verification Technology”
We present to the public the empirical testing site of the blog search engine with mania / fan-oriented ranking, aimed to “reach important and highly credible blogs as easily and quickly as possible.”


■“Super High Performance Database Engine”
We have achieved performance improvement 20 times higher than the existing commercial database and open source. (Ultimately, we plan to achieve 100-fold performance improvement.)


■“Content Engineering for Social Use of Sensing Information”
We developed sensing Web technology that enables application of sensing information on the Web, and started an experiment site in a public environment in July. This has received great attention, for example being presented many times in the media.


Furthermore, we conduct not only demonstration and disclosure of the results of the above-mentioned research and development, but also efforts toward improvement of the system environment. So far, we have made contributions through the establishment of action plans aimed at system improvement and presentation of opinions in improvement of the Copyright Act, from the perspectives of personal data protection, copyright, and prevention of unfair competition.


In the future, we will continue to forward the results of our coordination program from Japan to the world, and lead the way in research and development of Japan’s information application infrastructure technology.
